I looked up reggae online and got this...

reggae: popular music of Jamaican origin that combines native styles with elements of rock and soul music and is performed at moderate tempos with the accent on the offbeat

...which is pretty much what I would have said it is. Reggae is what it is because of the rythmic feel (offbeat accent), not because of the tone. You can use whatever pedals you want. Sublime was basically a reggae band and they used all sorts of effects.

A Phase Shifter would probably give good reggae results.
