I believe the effect you are referring to is Chorus. You can get good ones for 80 bucks or so. My preamp has one built in, which is nice.

also a fair amount of reverb
so if im using a the chorus, and i need distortion, do i need to turn the chorus off before i use the distortion pedal? or can i keep the chorus on?

this is where the use of sound guys, or multi effects units come in handy.
Yep, they don't use chorus in the distorted part... so you're gunna have to turn it off. If you had a multi effects unit like the GT-6, you make patches, which are like assigning multiple effects and eq settings to one pedal. So you could have your clean, with chorus and reverb set to one pedal, and your distortion with the mids cut on another pedal.
And with sound guys, they're usually at the back or underground, and they hear when its time to change the settings. So they would be the ones to turn on and off the distortion and chorus and reverb. Btw if you haven't noticed, metallica also flip their pick-up switches when they go from clean to distorted. So on the clean, use your neck, and with the dist, use your bridge.
