the tab is on pinkfloyd-co.com under tabs and chords, then the wall, then the solo for comfortably numb.

I think its a vibrato, the tab looks kind of wierd compared to what I'm used to though.

It could be a downstroke too, as long as there are some ^ along with it.

No its just vvvvvvvv. They have it as a vibrato on the powertab one.

Then I'd have to guess vibrato as well.

It's undoubtedly vibrato!
Normally vibrato (in TAB) is shown as a short wavy or squiggly line after a note and so they had to do this by going vvvvvvvv instead,that's all.
There's no way to type a connected wavy or squiggly line on the computer that I know of.You could use the tilde ~ or a series of tildes ~~~~~~ which is how I have done it in the past.But it's not connected or wavy enough and it takes up more space than is desirable.Maybe 3 of them would be enough ~~~ to get the point across?

yes vibrato.. but lots of it for a while because of the number of v's
