How does Yngwie play the this:

E||---15p12-12-15p12-12-15p12-12-14p12-12-
B||-----------12----------12----------12----------12-- and so on...

Does he hammer on to 15 than pulls of to 12 frett and plays other two notes with picking, or does he like the tab says hit the 15 with the pick, pulls of to 12 and than continoues to pick 12 on B-string in downvard motion an picks the last 12 on E in upward motion(little apreggios)? Tempo is very fast (around 200).

Knowing Yngwie, he probably upstrokes the e string and downstrokes the b string.

Do you want to have the B ring into the E? Because on the tab you posted, it sometimes looks like you wanted to in the beginning and not anymore at the end of the lick...

Anyways, if you do not want to let the B ring into the E, you could sweep over those two strings:
place your ring or pinky on the 15th fret, 1st string (whatever feels more comfortable to you, I'd probably prefer the ring finger), then sweep over it, pull off to the 12th fret, fretted with your middle finger and finally fret the B string with the index finger at the 12th fret.
Once you've memorized the motion a bit, you could play the lick at almost any speed that way.

If you rather want to alternate-pick it, ok, but I'd really recommend to use an upstroke for the e string and downstroke for the B (as Mr. B said), because if you did it the other way 'round, you would come into the uncool situation of "inside-picking", which usually causes accuracy problems at high speed.
