Capo Help~~

Ok so for the tab of 'Hey You' by Pink Floyd it says to use a capo on the 3rd fret. Then the basic riff is something like B4 G6 D6 B5 G6 D6 B5 G6 (notes, not chords btw). My friend said that when it says like '4' what it really means is 4 from where the capo is so that would be on the 7th fret? is this true?

When you put a cap on th capo fret is now like the zero fret. So if you capo at 4 that what would technically be 5 is now 1. I ope that mad sence and good lock. Rock on.
