ok, these are the questions and I need the answers baldy!

1) How can I "lower the action" on my guitar?
2) How expensive is a guitar paint job?

Yes, your action most likely can be lowered. I have seen guitars where it is not possible, but it is very likely yours is adjustable.

I have no clue how much a repaint would be.

safest way to lower your action...
go to your local guitar shop. then if you wanna know how to do it in the future, why not ask if you can take a look at how they did it, and get them to explain what they did.
Not sure myself exactly how to adjust the action.
And just ask around for the paintjob cost.

what kind of guitar is it? and your best bet is have someone show you how to do it for the first time then you'll know how.

It is different between guitars. I 'didn't answer your question' because I can't. If I don't know what kind of guitar you have, I will have to give you 50 general descriptions on how to adjust the action on different model guitars... and that's not practical. What kind of model gutiar is it? Then I can answer your question specifically, in theory.
