Confused..Scale over Chord??

I hope this question is not too basic but I am really confused. In very basic terms what does it mean to play a scale over a chord? Are you actually playing a chord and a scale at the same time? Or does it mean that one guitar is playing a chord and another is playing notes from a compatible scale?

But yes your'e quite right. Using a scale over a chord is as simple as that.
